Tower Hamlets Tower Hamlets is one of the most ethnically diverse local authorities in the country, with significant Bangladeshi and Somali communities alongside the White British population. Over the last few decades, the borough has experienced one of the fastest growing populations nationally, however, there is also significant endemic deprivation, particularly in the youngest and oldest populations. For example, over a third of children in Tower Hamlets live in poverty (the highest rate in London, with 56% of children judged to be living in households in poverty, compared to 37% in the typical London borough). The borough has (by far) the highest proportion of older people in receipt of adult social care in England and one of the highest proportions of years spent in disability in the country. In-work poverty is an increasing issue with a high proportion of means tested financial support now going to people in-work.
